Ali Asadov signed the decision

Amendments are being made to the "On Road Traffic" and "On Automobile Roads" laws.

Medianews.az reports that in this regard Prime Minister Ali Asadov has signed a decree.

According to the decree, the Ministry of Internal Affairs, in coordination with the Ministry of Justice, the Ministry of Economy, the Ministry of Finance, and other relevant state bodies (state legal entities) to be determined during the implementation process, shall submit to the Cabinet of Ministers within two months a draft procedure for refunding the amount paid for bringing and parking a vehicle in a parking lot, in accordance with the second sentence of the second paragraph of the "Note" in clause 10 of the first part of Article 85 of the "On Road Traffic" Law.

The Ministry of Justice, in coordination with the Ministry of Digital Development and Transport, the Ministry of Internal Affairs, the Ministry of Economy, the Ministry of Finance, the State Agency of Azerbaijani Automobile Roads, and other relevant state bodies (state legal entities) to be determined during the implementation process, shall submit their proposals to the Cabinet of Ministers within five months for bringing the Cabinet of Ministers' normative legal acts in line with the Law of the Republic of Azerbaijan No. 361-VIIQD dated February 24, 2026, “On Amendments to the Laws of the Republic of Azerbaijan on Road Traffic and on Automobile Roads,” and the Decree of the President of the Republic of Azerbaijan No. 642 dated April 14, 2026 “On the Implementation of the Law of the Republic of Azerbaijan No. 361-VIIQD dated February 24, 2026, on Amendments to the Laws of the Republic of Azerbaijan on Road Traffic and on Automobile Roads, and on Amendments to Some Decrees of the President of the Republic of Azerbaijan” (hereinafter – Decree).

Central executive authorities, no later than four months, shall take measures within their powers related to rulemaking to ensure the implementation of the Law and the Decree, and shall submit information to the Ministry of Justice regarding their normative legal acts and/or the absence of proposals, and when required by the implementation status, shall provide information to the Cabinet of Ministers.

The Ministry of Justice shall ensure the alignment of the normative legal acts and normative acts of a regulatory nature of the central executive authorities with the Law and the Decree, and shall report to the Cabinet of Ministers within six months about this.
