Russian President Vladimir Putin promised on October 9 in Dushanbe during a meeting with Azerbaijani President Ilham Aliyev that compensation would be paid to the families of those who died and the injured in last December's plane crash.
The Kremlin leader's sentence at that meeting was: "Everything will be done regarding compensation from Russia, and the actions of all officials will be legally evaluated."
Putin did not fulfill any of what he said; neither compensation was paid, nor were the actions of the officials legally evaluated.
Moreover, Kazakhstan has not released the final report of the commission it established regarding the plane crash. However, all the facts were clear from the very first day.
While these things were happening, the Kremlin began taking the Azerbaijani diaspora organizations formed in Russia under control and appointing individuals loyal to itself to the diaspora leadership.
In such a situation, the likelihood of Azerbaijani President Ilham Aliyev attending the informal summit of CIS heads of state starting its work in St. Petersburg was low.
