Why was "Arzum" sentenced to 5 years and 2 months of imprisonment? - OFFICIAL STATEMENT

The court ruling received regarding the criminal case of Ilduzə Hacıyeva, a TikToker nicknamed "Arzum 9999," who is accused of causing a traffic accident resulting in one death and one serious injury in the Khazar district of the capital, is being widely discussed on social networks and various media resources.

Medianews.az reports that Ramilə Xəzri, the official responsible for public relations at the Khazar District Court of Baku city, has given a statement on the matter.

She stated that according to the charges against I. Hacıyeva, on June 27, 2025, around 00:53, while driving a "Changan Qiyuan A05 Plug-in Hybrid" vehicle with the state registration plate 10-BY-117 on the Mardakan–Gala road in the Khazar district of Baku, in the direction of Gala, she violated Article 42, Part 1 of the Road Traffic Law of the Republic of Azerbaijan (which requires the driver to signal using external light signals or hand signals before starting to move, changing position, turning, overtaking, or stopping, ensuring the maneuver is safe and does not obstruct other traffic participants) and Article 37, Part 4 (which requires reporting the incident to the relevant executive authorities of the Republic of Azerbaijan, recording the names and addresses of witnesses, and waiting for the arrival of officials).

As a result, I. Hacıyeva caused a side collision by brushing against the rear wheel of a "Mercedes-Benz D2" vehicle with registration plate 77-UK-890 driven by Amal Musa oğlu Məlikov due to negligence.

"Specifically, I. Hacıyeva caused a traffic accident that resulted in the passenger of the "Mercedes-Benz D2," Sanubar Firdovsi qızı Muradova, sustaining serious bodily injuries, and the driver, Amal Məlikov, dying after the vehicle crashed to the right onto a concrete barrier. After causing the accident, I. Hacıyeva fled the scene without reporting her identity to the law enforcement authorities of the Republic of Azerbaijan, without waiting for their arrival, and without providing assistance to the injured. Subsequently, to avoid investigation, she left the borders of Azerbaijan and went to the Federal Republic of Germany," the judge stated.

I. Hacıyeva has been charged under Articles 263.2 (violation of traffic rules resulting in death by negligence) and 264 (fleeing the scene of a traffic accident) of the Criminal Code of the Republic of Azerbaijan, and the case has been sent to court for trial.

"During the court examination, it was established based on the expert report assigned to the case that I. Hacıyeva's actions did not comply with the requirements of Article 42, Part 1 of the Road Traffic Law of the Republic of Azerbaijan, and had she complied with these requirements, she would have had the technical ability to prevent the incident. Furthermore, during the court process, the prosecutor proposed a strict sentence of 5 years and 9 months’ imprisonment for I. Hacıyeva. Taking into account I. Hacıyeva’s fleeing the accident scene, lack of reconciliation with the legal heir of the deceased and the seriously injured victim, as well as her underage children under her care, the court sentenced her to a strict prison term of 5 years and 2 months," Ramilə Xəzri said.

The judge noted that parties dissatisfied with the court ruling have the right to file an appeal in accordance with the procedures provided by law.
