On June 30, 2026, the long-standing dispute in the Bilgah settlement of Baku city was legally resolved. The legally binding decision of the Baku Court of Appeal was implemented voluntarily, albeit with a 7-month delay, and the 20 sot land plot belonging to Seymur Guliyev was returned to his use.
Medianews.az reports that the owner of the land plot, Seymur Guliyev, stated this.
According to him, within the framework of the enforcement of the court decision, the iron gate, barrier, and other physical obstacles installed on the road leading to the land plot were dismantled by the respondent Khatira Allahshukur gizi Salahzade, and unobstructed access from the public automobile road to the land plot was ensured.
The opposing party in the dispute are family members of the former deputy Galib Salahzade. The respondent Khatira Allahshukur gizi Salahzade is the wife of Aliabbas Salahzade, the son of Galib Salahzade and a former deputy.
The subject of the dispute was a 20 sot land plot located in the Bilgah settlement of the Sabunchu district. This area was the private property of Seymur Guliyev, and this right was officially registered in the State Register of Immovable Property. There is an extract concerning the land plot, and ownership rights were registered on February 7, 2017.
However, in the following years, the road leading to the land plot was closed, and a gate, barrier, and other obstacles were installed at the entrance. As a result, the owner was deprived of the opportunity to access and use his land plot.
After prolonged court proceedings and scandals, finally, the owner obtained the right to possess his property.

Seymur Guliyev stated that as a result of the long-standing legal struggle, the state restored his ownership rights.
He said: "I have gone through all judicial instances. The state recognized my ownership right. Today, the Azerbaijani court triumphed over arbitrariness and unlawfulness. Even though with a 7-month delay, the court decision was enforced, and I was able to freely access my land plot.
