President Ilham Aliyev signed a decree on the implementation of the law dated March 17, 2026, "On Amendments to the Law on Subsoil" and on regulating some related issues.
Medianews.az reports that, based on the decree, the "Rules on measures to improve the activities of subsoil users engaged in the exploitation of non-metallic mineral deposits" have been approved.
The Cabinet of Ministers must approve the following normative legal acts within three months and inform the head of state:
- The procedure for direct negotiation-based granting of subsoil use (excluding deposits of precious and colored (including noble) metals, precious stones and their manifestations) in accordance with the third sentence of the second part of Article 13 of the "Law on Subsoil";
- The procedure for granting the right to use production wastes related to mining operations to subsoil users in accordance with the ninth part of Article 13 of the same Law;
- The reclamation procedure for areas where subsoil-related works are carried out in accordance with Article 13-1.5 of the same Law;
In addition, the government must resolve other issues arising from the new law.
