What awaits Ramiz Mehdiyev, Ali Kerimli, and others?

The terms of the selected preventive measures for former Head of the Presidential Administration Ramiz Mehdiyev, former employee of the administration Eldar Amir, Chairman of the Azerbaijan Popular Front Party (AXCP) Ali Karimli, and his advisor Mammad Ibrahim expire this month.

Medianews.az reports that the preventive measures were selected within the framework of the investigation of the criminal case initiated by the State Security Service in October 2025.

Ramiz Mehdiyev, who is accused of attempting to seize power by force, treason against the state, and legalization of a significant amount of property obtained through criminal means, was placed under house arrest in October 2025.

In November, first Eldar Amir, then Ali Karimli and Mammad Ibrahim were detained. Preventive detention measures were selected for them.

Ali Karimli and Mammad Ibrahim are accused of attempting to seize power by force, while Eldar Amir is accused of aiding the attempt to seize power by force. All three individuals are being held in the detention facility of the State Security Service.

In February 2026, both Ramiz Mehdiyev's house arrest and the detention terms of Ali Karimli, Mammad Ibrahim, and Eldar Amir were extended until June 14.

It is not yet known whether the investigation period will be extended again.

To extend the term, the investigative authority must apply to the court, and the court must review the submission(s) and make a new decision.

If the investigative authority does not deem it necessary to extend the term, a decision should be made on the completion of the preliminary investigation and submission of the case to the court.

Thus, in any case, a decision regarding Ramiz Mehdiyev, Ali Karimli, Mammad Ibrahim, and Eldar Amir must be made this month.

The State Security Service has also charged former Deputy Prime Minister Abbas Abbasov, AXCP functionary Fuad Gahramanly, and journalist Ganimat Zahid in this case. It was revealed that they are accused of attempting to seize power by force, are wanted for hiding abroad from the investigation, and have been subjected to preventive detention in absentia by court decision.

According to the Criminal Procedure Code of Azerbaijan, particularly for serious crimes, the preliminary investigation must be completed within no later than 4 months from the initiation of the criminal case. This term may be extended for no more than 4 months.

Due to the special complexity of the criminal case, it can be extended for no more than 5 additional months, and for exceptional complexity, for no more than 6 additional months. The total investigation period must not exceed 19 months.
