A resident of the Qusar district, while trying to become a homeowner in Khirdalan city, contacted a person named Irshad through an acquaintance and gave him 29,000 manat for the construction of the house. However, despite more than a year passing, the victim was neither given the apartment nor was the money returned. That person is currently missing.
The complainant, Tahmaz Rasulov, spoke to Baku TV about what happened.
"I had sold my land in the village. Adding the money I borrowed on credit, I decided to buy an apartment for myself in Khirdalan. Through an acquaintance, we found a person named Irshad. Initially, we agreed on 20,000 manat, and the house was supposed to be built and handed over within 40 days. It was the first time in my life that I saw 29,000 manat in one place. I brought it and gave it to the swindler named Irshad. I presented the money to a person named Aqil. It appears they have a joint operation, as Aqil was also involved in the process," he said.
The press service of the Ministry of Internal Affairs stated that a criminal case has been initiated against Irshad Mammadov, suspected of embezzling funds from a person under the pretense of building a house, under the relevant article of the Criminal Code: "During the investigations, it was determined that he left the country. Currently, investigative measures are ongoing in the criminal case, and he has been declared wanted."
