Applications from judges through the "Preferential Housing" system have begun to be accepted.

According to the amendment made to the "Regulations on the Provision of Mortgage Loans, Including Preferential Mortgage Loans, from the Funds of the Azerbaijan Republic Mortgage and Credit Guarantee Fund" by the Decree No. 650 of the President of the Azerbaijan Republic dated 21.04.2026, the list of citizens eligible to receive preferential mortgage loans and to acquire apartments under preferential terms from the housing stock under the disposal of the State Agency for Housing Construction of the Azerbaijan Republic has been expanded.

With the relevant amendment, "judges of the courts of the Azerbaijan Republic with at least 3 years of judicial service" have been added to the categories of citizens entitled to acquire apartments under preferential terms.

In order to implement this Decree of the Head of State, the State Agency for Housing Construction made necessary changes and improvements in the "Preferential Housing" electronic system, and the documents to be submitted by judges fitting this category were determined. The list of documents can be reviewed in the "Who can buy preferential housing" section on the mida.gov.az website.

These individuals can apply through the "Preferential Housing" system created on the "Electronic Government" portal (www.e-gov.az) beginning from 06.05.2026, using SIMA Digital Signature (https://sima.az/en), ASAN Signature (https://asanimza.az/), or SIMA Token (Electronic Signature) (https://sima.az/en/token).

It should be reminded that to ensure the convenience of citizens who wish to obtain preferential housing, to answer questions regarding the use of the "Preferential Housing" electronic system, and to assist in the creation of electronic cabinets, the "Preferential Housing" window serves citizens at the No. 5 Baku "ASAN Service" center located in Baku city. In addition, citizens can obtain answers to their questions by calling the "108 Call" center from any region of the country without visiting the "ASAN Service" centers.
