A citizen who underwent a psychiatric examination during military conscription faced an unexpected problem years later.

According to his claim, although he never received inpatient treatment, it was recorded in the electronic system that he stayed 34 days in a Psychiatric Hospital.

This was stated in Baku TV’s video material.

"In June 2024, I was summoned to the Lankaran district branch of the State Service for Mobilization and Military Service. Due to the tattoos on my body, they sent me to the Psychiatric Hospital in Mashtaga. I gave tests there, and a date was set for the assembly of the commission 34 days later. On that date, it was confirmed that I was healthy. However, now when I try to obtain a health certificate to get a job, I am facing a problem. It appears in the system that I stayed 34 days in the hospital, but I was there only a few hours," said the complainant.

Regarding the issue, the Ministry of Health stated that the citizen was admitted to the Day Hospital department of the Republican Psychiatric Hospital on June 25, 2024, upon referral from the Lankaran district branch of the State Service for Mobilization and Military Service: "Based on the rotation principle, he was invited to the psychiatric doctor commission on July 29, 2024.

The commission’s opinion is as follows: "Currently, no mental illness is detected. Since there is a history of head-brain trauma, a neurological examination is recommended. Since no psychiatric disease is detected, there is no obstacle for the citizen to be employed or engage in other activities."

Regarding the recording of "34 days inpatient treatment" in the electronic health system, it should be emphasized that the citizen was admitted to the Day Hospital department. This is a hybrid form of outpatient-inpatient care where citizens are examined and observed during daylight hours and return home at night. Sometimes this type of admission is recorded under the "inpatient" category in the system because the admission department is called "day hospital." There is no contradiction between the citizen’s statement that he only underwent an outpatient examination and the system’s record. It is simply a matter of different interpretation of the terms."

According to the Ministry’s information, if the citizen wishes to correct the precise formation of the record in the system, he must personally apply to the hospital or follow the appropriate procedures through the electronic system. The hospital administration has already conducted an investigation regarding the citizen’s request. He can apply to the hospital at any time to receive the certificate or explanation he wants.
