There has been a new appointment to the position of Head of the State Program Management Group under the Ministry of Science and Education. Qadir Khalilov, a PhD in law with extensive experience in public administration, has been appointed to this position.

It was reported that Qadir Khalilov worked as the Deputy Executive Director of the Youth Foundation of the Republic of Azerbaijan from 2019 to 2023, and as the Executive Director from 2023 to 2025. He has gained significant experience working in various government agencies, especially in the fields of international cooperation and organizing events. He served as the secretary of the Azerbaijani delegation to the Council of Europe for more than 10 years.
Since 2025, he has continued his work as a project manager in the State Program Management Group. In 2014, he was awarded the "Distinguished Service in Civil Service" medal by the relevant decree of the President of the Republic of Azerbaijan.
