Some decisions of the Collegium of the Ministry of Science and Education have been amended.
Medianews.az reports that the Minister of Science and Education Emin Əmrullayev has signed the relevant decision concerning this.
According to the decision, the change of educational institution, specialty, form of education, restoration to the educational institution, or continuation of education after academic leave will be carried out in accordance with the language of instruction in which the student previously studied (except for cases of changing the language of instruction from English or Turkish to the language of instruction studied at the general education level or vice versa).
Before the relevant decision, exceptions applied only to the English language.
Furthermore, the normative educational period for the relevant specialty (specialization) will be determined by the educational program approved by the Ministry of Science and Education, and when calculating the student's educational period, the academic leave period, as well as the period from expulsion from the higher education institution to restoration to the higher education institution, will not be taken into account.
Changing the educational institution, specialty, or form of education is not allowed for students pursuing additional higher education in the same field. These individuals have the right to be expelled from the educational institution or restored to it, as well as to temporarily suspend their education (be granted academic leave). A person expelled from a higher education institution or a student returning from academic leave may continue their education only in their own specialty.
Also, the change of educational institution, specialty, or form of education for students studying in specialties requiring special abilities is carried out on the condition that the results of the student's secondary school graduation examination and the special ability exam they took for admission to higher education in the year they were admitted are higher than the minimum passing score for the corresponding specialty and form of education at the higher education institution they wish to change to (the competition requirements determined for the year of admission by the State Examination Center of the Republic of Azerbaijan in agreement with the Ministry) as of that year.
When students studying at higher education institutions of foreign countries transfer their educational institution, specialty, or form of education to a higher education institution in the country, one of the following indicators will be taken into account:
- The transfer of an Azerbaijani citizen studying at a foreign higher education institution under a state program or intergovernmental scholarship program to a higher education institution in the country is carried out only if their education within that program is terminated, subject to the relevant procedure.
It is noted that if the same specialty group with the corresponding form of education for personnel training is not conducted at the higher education institution where the person previously studied, they may be restored to another higher education institution according to their specialty and form of education with the consent of the Ministry.
The normative educational period for the relevant specialty is determined by the educational program approved by the Ministry of Science and Education of the Republic of Azerbaijan (hereinafter referred to as the Ministry), and when calculating the student's educational period, the academic leave period, as well as the period from expulsion from a secondary specialized education institution to restoration to such an institution, is not taken into account.
Changing the educational institution, specialty, or form of education is not allowed for students studying additional secondary specialized education in the same direction. These individuals have the right to be expelled from the educational institution or restored to it, as well as to temporarily suspend their education (be granted academic leave). A person expelled from a secondary specialized education institution, as well as a student returning from academic leave, may continue their education only in their own specialty.
